AN UPDATE ON THE INSPECTOR GENERAL OF POLICE’S VISIT TO HARARE AS SARPCCO CHAIRPERSON

Inspector General of Police, Mr. KakomaKanganja who is also the current Chairperson for Southern Africa Regional Police Chiefs Cooperation Organization (SARPCCO) is in Harare, Zimbabwe where he is tomorrow   expected to officiate at a graduation ceremony of 27 Law enforcement officers drawn from SARPCCO member countries.

Prior to the graduation ceremony, Mr. Kanganja today toured the Interpol Regional Bureau based in Harare and had a series of meetings with the Head of INTERPOL Regional Bureau, Mr. MubitaNawa and other members of staff.

Mr. Nawa briefed the SARPCCO Chairperson on challenges faced by SARPCCO in conducting regional operations such as discrepancy in pieces of legislation among member countries citing drug related offences which he said were being decriminalized by some member states.

He further said there was need for effective border management as most border areas were porous adding that the prevailing situation may impede efforts by the region in fighting cross border crimes if left unchecked.

Mr. Kanganja further heard that INTERPOL would soon embark on a project of constructing a Cybercrime Center of Excellence which would be instrumental in capacity building among Law enforcement officers considering that Cyber Crime is a fast growing area of crime in the region as criminals were exploiting the speed, convenience and anonymity of the internet to commit a diverse range of criminal activities that know no borders.

In response, Mr. Kanganja commended the Interpol Regional Bureau for championing programmes aimed at addressing cross border crimes and also for taking interest in organizing capacity building programmes for Law Enforcement Officers in the region.

He has assured the Regional Bureau that all concerns raised will be brought to the attention of all Police Chiefs in the SARPCCO region so as to come up with collective solutions.

Mr. Kanganja also paid a courtesy call on the Zimbabwean Police Commissioner General, CdeTandabantu Godwin Matanga, and met heads of Zimbabwe SARPCCO Sub Committees to get firsthand information on progress made in implementing resolutions passed at the SADC Chiefs of Police during SARPCCO Annual General Meeting held from 28th to 31st May, 2018 in Luanda, Angola and also to appreciate strides made by Zimbabwean Police in fighting cross border crime such as Cyber Crime, Drug and human Trafficking and Proliferation of Small arms and Light weapons.

On Proliferation of Small Arms and Light weapons, the SARPCCO Chairperson heard that Zimbabwe has comprehensive legislation that punishes trafficking in arms hence the Country is neither a destination nor transit point of trafficked arms of war adding that the Country appreciates the use of Interpol illicit Arms Records and Tracing Management System, INTERPOL illicit Arms Records and Tracing Management Systems Database.

Zimbabwe Police is also conducting regular training both locally and internationally in order to equip the investigating officers with the requisite knowledge to combat Cybercrime and is in the process of establishing a state of art Cybercrime laboratory.
