25TH APRIL, 2019 - Inspector General of Police, Mr Kakoma Kanganja who is Southern African Region for Police Chiefs Cooperation (SARPCCO) Chairperson has called for active participation of all SARPCCO member countries in the activities of the regional body.
Mr Kanganja commended South African National Police for playing a pivotal role in implementing decisions made during the Police Chiefs Meeting held in Angola in May last year and for seconding three trainers to the SARPCCO Centre of Excellence for facilitation of SARPCCO Strategic Leadership programme.
The Chairperson who is in South Africa and scheduled to travel to Eswatin is on his routine visits to SARPCCO Member countries to check on progress on the implementation of INTERPOL and SARPCCO resolutions and decisions as well as iron out impediments to international and regional police corporation in the fight of transnational crimes.
He observed that there is need for increased effort in devising strategies aimed at fighting all forms of cross border crimes as individual countries and collectively as member states.
" We all need to direct our resources towards strengthening border areas which are access points for criminals involved in cross border crime, " he said.
Decisions passed during Police Chiefs meetings include Combating violent crimes, fighting cyber crime in the SADC region, conducting of SARPCCO joint operations, and prevention and combating Trafficking in persons in the SADC region among others.
He wished the South African Police well as they will be policing the forthcoming elections.
In his welcome remarks, Lt. General Mfazi who was representing the South African Police Commissioner General ,thanked the SARPCCO Chairperson for accepting the invitation.
Lt. General Mfazi informed the Chairperson that South Africa was on course in terms of participation in SARPCCO activities as well as in coming up with a new vision and giving a strategic direction.

2018 CHRISTMAS HOLIDAY RECORDS REDUCTION IN ROAD TRAFFIC ACCIDENTS
26TH DECEMBER, 2018 - A total number of 125 Road Traffic Accidents were recorded during this year’s Christmas Holiday, a period from 24th December, 2018 to 26th December, 2018, compared to 234 road traffic accidents recorded in 2017 during the same period showing decease by 109 road traffic accidents.
Out of 125 road traffic accidents recorded during the Christmas period this year, 12 were fatal road traffic accidents in which 13 persons were killed, 15 were serious road traffic accidents in which 22 persons were seriously injured, 26 were slight road traffic accidents in which 31 persons were slightly injured while 72 were damages only road traffic accidents.
In 2017 during the same period, 18 fatal road traffic accidents were recorded in which 22 persons died showing a decrease in person killed by 09, 32 were serious road traffic accidents in which 52 persons were seriously injured last year showing a decrease in seriously injured persons by 30.
68 were slight road traffic accidents recorded in 2017 with 90 persons sustaining slight injuries compared to 26 slight road traffic accidents recorded in 2018 with 31 persons sustaining slight injuries showing a decrease by 42 slight road traffic accidents and a further decrease in people slightly injured by 64.
116 were damages only road traffic accidents in 2017 compared 72 damages only road traffic accidents recorded during this year’s Christmas period.
In 2017 during Christmas period, there were 164 casualties compared to 66 casualties in this year’s Christmas Holiday.
There was a great improvement in compliance levels by motorists and other road users due to increased presence of Traffic Police Officers and Road Transport and Safety Agency Officers on major roads. These joint operations have continued.
As regards criminal activities, the Christmas period was generally peaceful, however, 70 cases of Assault OABH were recorded, 18 cases of theft, 11 Malicious Damage to Property, 08 cases of Breaking into a Building and Committing a felony therein, 07 Threatening Violence, 06 Burglary and Theft, 05 House Breaking and Theft and 05 Unlawful Wounding.

Home Affairs Minister Stephen Kampyongo yesterday launched the 2019 to 2021 Zambia Police Service Strategic Work Plan.
Speaking during the launch which was held at Mulungushi International Conference Centre in Lusaka, Hon. Kampyongo said it was government's expectation that all Police Officers translated the document into specific operational work plan.
He said the document offered a clear direction with regard to repositioning the Zambia Police Service as an efficient and effective security institution.
"It is envisaged that the plan will assist the police service create a safer, secure and peaceful environment for social as well as economic development of the country," the Minister said.
And Inspector General of Police Kakoma Kanganja reiterated the importance of the strategic plan to the police service.
Mr. Kanganja directed all Provincial Police Commissioners to ensure that officers under their command acquainted themselves with the document so that they would be able to explain their roles to members of the public in a well informed manner.
Mr. Kanganja said this in a speech read on his behalf by the Deputy Inspector General of Police In- Charge of Operations, Bonny Kapeso.

FESTIVE SEASON MESSAGE FROM THE INSPECTOR GENERAL OF POLICE
I wish to once again remind members of the public on safety measures during this year’s festive period. More often than not, festivities come with a lot of excitement as people are in a celebratory mood. Our call as Zambia Police is that as people celebrate; they should do so responsibly, paying particular attention to their personal security and safety.
Our mandate as an institution is to ensure that everyone celebrates in a peaceful atmosphere devoid of criminal threats. Zambia Police working with other security agencies have already put in place security measures in a bid to police highways and communities and these measures include foot and motorised patrols. Our officers have already been deployed and will be watchful for any criminal activities in communities throughout the country to prevent crime.
To ensure effective operations, I have called back all officers who proceeded on leave and they will go back on leave after festivities. This decision is to enable us maximise on the number officers policing communities.
Those making cash transactions are advised to avoid exposing security information and should also avoid making transactions involving huge sums of money without security escort. Withdraw of huge sums of monies usually attracts the attention of criminals.
Some criminals may also take advantage of lapses in security at Banks hence I implore management at Banks and shopping premises to put in place maximum security measures both inside and outside to protect their clients. Further, security personnel at banks are also advised to be vigilant and should query anyone spotted loitering within the premises of the banks without any justifiable reason.
From previous experiences, it has been evident that during such periods, Zambia Police record an increase in cases of thefts from motor vehicles at shopping centers, traffic lights and crowded places as criminals tend to take advantage of traffic congestion, hence the need for everyone to be security alert.
A lot of counsel has already been given by various stakeholders on the need for parents and guardians to guide their children because it is during such periods that we record a lot cases of juvenile delinquency. Statistically, in 2017 a total of 1,761 juvenile offenders were convicted for various offences compared to 1,193 convicted in 2016 showing an increase of 569 juvenile offenders. The most prevalent offences committed by juveniles include affray, assault, burglary, theft, drunk and incapable or disorderly and house breaking. Such statistics are extremely worrying and we hope to record a reduction going forward. The reduction in such cases will only be attained when every member of society plays a role of guiding the young ones.
Lastly, I would like to thank members of the public for their continued support during this year. We look forward to continued collaboration through cultivation of positive interaction, an attribute which we believe is essential in effective policing.
