AN UPDATE ON THE INSPECTOR GENERAL OF POLICE’S VISIT TO HARARE AS SARPCCO CHAIRPERSON
Inspector General of Police, Mr. KakomaKanganja who is also the current Chairperson for Southern Africa Regional Police Chiefs Cooperation Organization (SARPCCO) is in Harare, Zimbabwe where he is tomorrow expected to officiate at a graduation ceremony of 27 Law enforcement officers drawn from SARPCCO member countries.
Prior to the graduation ceremony, Mr. Kanganja today toured the Interpol Regional Bureau based in Harare and had a series of meetings with the Head of INTERPOL Regional Bureau, Mr. MubitaNawa and other members of staff.
Mr. Nawa briefed the SARPCCO Chairperson on challenges faced by SARPCCO in conducting regional operations such as discrepancy in pieces of legislation among member countries citing drug related offences which he said were being decriminalized by some member states.
He further said there was need for effective border management as most border areas were porous adding that the prevailing situation may impede efforts by the region in fighting cross border crimes if left unchecked.
Mr. Kanganja further heard that INTERPOL would soon embark on a project of constructing a Cybercrime Center of Excellence which would be instrumental in capacity building among Law enforcement officers considering that Cyber Crime is a fast growing area of crime in the region as criminals were exploiting the speed, convenience and anonymity of the internet to commit a diverse range of criminal activities that know no borders.
In response, Mr. Kanganja commended the Interpol Regional Bureau for championing programmes aimed at addressing cross border crimes and also for taking interest in organizing capacity building programmes for Law Enforcement Officers in the region.
He has assured the Regional Bureau that all concerns raised will be brought to the attention of all Police Chiefs in the SARPCCO region so as to come up with collective solutions.
Mr. Kanganja also paid a courtesy call on the Zimbabwean Police Commissioner General, CdeTandabantu Godwin Matanga, and met heads of Zimbabwe SARPCCO Sub Committees to get firsthand information on progress made in implementing resolutions passed at the SADC Chiefs of Police during SARPCCO Annual General Meeting held from 28th to 31st May, 2018 in Luanda, Angola and also to appreciate strides made by Zimbabwean Police in fighting cross border crime such as Cyber Crime, Drug and human Trafficking and Proliferation of Small arms and Light weapons.
On Proliferation of Small Arms and Light weapons, the SARPCCO Chairperson heard that Zimbabwe has comprehensive legislation that punishes trafficking in arms hence the Country is neither a destination nor transit point of trafficked arms of war adding that the Country appreciates the use of Interpol illicit Arms Records and Tracing Management System, INTERPOL illicit Arms Records and Tracing Management Systems Database.
Zimbabwe Police is also conducting regular training both locally and internationally in order to equip the investigating officers with the requisite knowledge to combat Cybercrime and is in the process of establishing a state of art Cybercrime laboratory.

HARARE, ZIMBABWE, 29TH NOVEMBER, 2018 - Inspector General of Zambia Police, Mr. Kakoma Kanganja who is also Chairperson for Southern African Region Police Chiefs Cooperation Organization (SARPCCO) today officiated at a graduation ceremony of 27 Law Enforcement Officers drawn from SARPCCO Member Countries held at the Center of Excellence in Zimbabwe, Harare.
In his speech, Mr. Kanganja observed that Cooperation among SARPCCO member countries in fighting cross border crime was significant as individual Countries cannot achieve durable peace and tranquility unless peace is secured in the entire trouble spot countries world over. He said SARPCCO remains an active player in international policing under the banner SARPCCO-SADC.
He added that it was gratifying to note that the organization has continued to enjoy mutual and multilateral cooperation particularly in the investigation of cross border crimes, capacity building and human resource development.
“We have collectively embraced the philosophy that ‘your own house will never be safe when your neighbor’s house is on fire.’ We therefore applaud SARPCCO for uniting us in this virtuous and principled fight against crime,” he said.
He further said that SARPCCO Centre of Excellence institute was a beacon of hope for the realization of the SADC vision of a peaceful Southern Africa that will promote sustainable development and that knowledge acquired by the participants during the developmental exercise had transformed them into better and more professional deliverers of a dynamic and unique policing service to the people.
Mr. Kanganja has urged the graduates to strive to make a difference in the regional policing landscape and further urged them to nurture the network of professional interaction for the sustenance of international Police cooperation.
He explained that the Diploma program offered by the SARPCCO Centre of Excellence was designed to capacitate Police Officers in middle management positions with robust skills and knowledge which is fundamental in effective policing and also to inculcate a common policing culture in the Southern African region.
Calling on graduands to remain ambassadors of change and development towards creating crime free societies in the region and beyond, the Inspector General said that enhancing cooperation among member states should remain at the epicenter of the collective efforts by all member states.
And Head of Interpol Regional Bureau, Mr. Mubita Nawa said the complexity of crime exacerbated by the ever improving technological advancement, where the world has become a global village, calls for enhanced and high level international cooperation.
He said this is in line with SADC’s objective of achieving sustainable development through social-economic cooperation and integration as well as political and security cooperation among the member states.
“Being the first regional Police Organization in Africa, SARPCCO has firmly established itself and stands as a benchmark of regional and institutional police cooperation in Africa,” he said.
Mr. Nawa added that the idea of the SARPCCO center of excellence is seen as a necessary tool in responding to the challenges associated with continuous changes in the policing landscape.
And Zimbabwe University Vice Chancellor, Professor Paul Mapfumo said it was gratifying to note that over the years more and more police officers have continued to sharpen their knowledge and skills especially at tertiary level.
“To that end, it is our profound desire that the SARPCCO Centre of Excellence remains an institution of choice for human capital development, and in extending the frontiers of contemporary policing in the region and beyond.
Other dignitaries present at the event are SADC Representative, Mr. Jorge Cardoso, Commissioner General of the Zimbabwean Republic Police, Cde Tandabantu Godwin Matanga and representatives from SARPCCO member states.
All the participants graduated with a Diploma from the SARPCCO Center of Excellence, an institution affiliated to the University of Zimbabwe.
SARPCCO came into existence following a meeting of the Council of Police Chiefs at Mananga Training and Conference Centre in the Royal Kingdom of Swaziland now Eswatini in 1994 and subsequent Annual General Meeting of the Police Chiefs in 1995 at Victoria Falls in Zimbabwe. Among the objectives of SARPCCO, which has a membership of 16 states, is fostering sustainable peace and security in the region.
The SARPCCO Centre of Excellence was officially opened on 21st May, 2015 and offers courses in International Policing, Transnational Organized crime, Leadership and Management of Police organisations.

16TH NOVEMBER, 2018 - Police in Lusaka have arrested three PastorS for theft namely: Bishop John Nundwe popularly known as Bishop John General aged 46 of Miracle Impact Ministries International Church located at Plot number 178 Chishimba road off Commonwealth Road in Matero, his wife Pastor Maureen Kakwende aged 35 who is an accountant of the same church and Paul Kambazo commonly known as Pastor Paul Fire for the offence of theft.
It is alleged that in March, 2016 Matildah Mwanza aged 43 of Foxdale met Pastor Paul Fire aged 56 in Mtendere whilst she had a toothache who later introduced and assured her that Bishop John General will be able to be cured her in Matero.
Upon meeting the Bishop, Pastor Paul Fire intimated the Bishop John General that Matildah had a cheque worth K70, 000. She was then told to spent a night at the Church and whilst there, she was approached by Pastor Maureen Kakwenda the wife to Bishop John General who advised her to open an account the following day. Pastor Maureen accompanied Matildah to the bank where upon opening an account she was given an ATM Card and withdrew K40, 000. She was later told to pay tithe amounting to K21, 000 as advance payment for the next four months to the church. The ATM Card remained in the custody of the wife to Bishop John General as the accountant of the church.
Thereafter, the woman left for the University Teaching Hospital to access treatment as her toothache was worsening. It was at this point that the wife to Bishop John General left for Kaputa for a month. When she came back she handed over the ATM Card to Matildah who then decided to go to the Bank to withdraw some money and to her surprise there was no money in the account.
The trio were picked up on 15th November, 2018 at 16:00 hours and were detained in Police custody. They have since been released on police bond and will appear in court soon.
We want to retaliate our call to clergy men who are in this habit of swindling congregants that as Police we shall not relent in arresting and bring them to account for the actions before the court of law whenever we have the complainant.

The Police in Luanshya issued a police callout for Honourable Chishimba Kambwili to appear today and himself decided to come to Police Headquarters trying to seek refuge or for whatever reasons.
If any person commits a crime and avails himself or herself to the police other than where he or she is required to appear, such a person is arrested and conveyed to the Police Station where he or she is required or alleged to have committed the crime.
To this effect I want to confirm that we have apprehended and conveyed Honourable Chishimba Kambwili to Luanshya Police Station where he has been summoned to appear.

The Zambia Police recorded 6,114 cases of Gender Based Violence countrywide during the third quarter of 2018 compared to 5,096 recorded during the same period in 2017 showing an increase by 1,018 translating to 16.7%.
A total of 664 cases of Child Defilement were recorded representing 10.9% of the total reported cases out of which three (03) cases were against boys while 661 were against girls.
Lusaka Province recorded the highest number of Child defilement cases with 320 translating to 48.2% of the child defilement cases reported countrywide, Southern Province recorded 73 cases translating to 11.0%, followed by Central Province with 63 cases or 9.5%, Eastern Province had 60 cases or 09%, and Copperbelt Province recorded 49 cases translating to 7.4%.
Other Provinces include Western and North Western Provinces both with 29 cases each translating to 4.4%, Muchinga had 17 cases or 2.6%, Luapula had 14 cases or 2.1%, Tazara had five cases which is 0.8%, Northern Province recorded four (04)cases representing 0.6% while Airports Division recording one (01) case representing 0.2%.
A total number of 124 cases representing 02% were reports of Rape while 23 cases were Attempted Rape.
Further on sexual offences, the country recorded 37 cases of indecent Assault translating to 0.6%of the total reported GBV cases out of which two (02)were against male adults, 26 againstfemale adults and nine (09) againstgirls. 12 cases of Incest involving six (06) female adults and six (06) girls were reported countrywide.
24 GBVrelated murder cases were reported translating to 0.4% of the total reported cases out of which 11 victims were female adults representing 45.8%, five (05) were male adult victims, five (05) girls translating to 20.8 % while three (03) were boys giving a percentage of 12.5.
2,094cases of Assault Occasioning Actual Bodily Harm (O.A.B.H) were recorded countrywide representing 34% of the total reported cases out of which1,586 were female victims while508 were males representing 75.7% and 24.3% respectively. Central Province recorded the highest reported Assault OAHB cases with 573 cases translating to 27.4% followed by Eastern Province with 344 cases representing 16.4% then Lusaka Province which recorded 336 cases representing 16%. Other Provinces are Copperbelt with 228 cases or 10.9%, Western, 199 cases which is 9.5%, North Western, 126 cases or 06%, Southern had 115 cases translating to
5.5%, Muchinga, 78 cases translating to 3.7%, Luapula and Tazara Divisions recorded 30 cases each translating to 1.4% while Northern Province recorded 26 cases or 1.2% and Airport Division recorded the lowest with 09 cases or 0.4% of the total reported Assault OABH cases.
During the same period under review, twocases of Human Trafficking were recorded in Luapula Province involving twofemales.
486cases were for Failing to Provide Necessaries representing 7.9% of the total reported GBV cases while Neglecting to provide food etc., for children had 200 reportstranslating to 3.3%.
A comparison with the third quarter of 2017, 416 Defilement cases were reported compared to 664in 2018third quarter translating to an increase of 248cases or 37.3%. There were 1,644 cases of Assault OABH in 2017, during the period under review compared to 2,094in 2018and this indicates an increase by 450 or 21.5%.
17 GBV relatedmurder cases were reported in the third quarter of 2017 compared to 24cases in third quarter of 2018 showing an increase by seven (07) cases translating to 29.2%.
The continued rise in cases of GBV may be attributed to many interventions put in place by the Police Victim Support Unit and other stake holders in combating the vice.
