GENDER BASED VIOLENCE STATISTICS FOR THE FIRST QUARTER OF 2020
During the first quarter of 2020, police recorded 5,040 cases of Gender Based Violence (GBV) Countrywide compared to 5,584 recorded in the First Quarter of 2019. This shows a decrease by 544 cases translating to a 10.8% reduction.
Lusaka Province recorded the highest GBV cases at 1,760 cases translating to 35%, followed by Copperbelt with 873 GBV cases translating to 17.3%. Northern Province recorded the lowest GBV cases at 109 cases translating to 2.2%.
Statistics from the rest of the Provinces are as follows; Central Province 567 cases translating to 11.3%, Western Province 426 cases translating to 8.5%, Eastern Province 406 cases translating to 8.0%, Muchinga Province 275 cases translating to 5.4%, Southern Province 192 cases translating to 3.8%, Luapula Province 185 cases translating to 3.6%, North western Province 169 cases translating to 3.3%, Northern Province 109 cases translating to 2.2%, Tazara 38 cases translating to 0.8% and Airport 40 Cases translating to 0.8%.
On forms of Gender Based Violence recorded during the period under reveiw, a total of 2,167 cases relating to Physical violence were reported countrywide translating to 42.9%, 1,858 cases of Economic violence translating to 36.8%, 834 cases of Sexual violence translating to 16.5% and 171 cases of Emotional violence were recorded translating to 3.3% of all the GBV cases reported during the period under review.
In 2019 a total of 2,127 cases of Physical violence were recorded translating to 38% while 930 cases of Economic violence were reported translating to 16.7%. Sexual violence accounted for 630 cases translating to 11.3% while Emotional violence accounted for a total of 202 cases translating to 3.6%.
During the period under review, Police recorded a total number of 633 cases of child defilement representing 12.5 % of the reported cases, out of which 630 were girls while three are boys compared to the 2019 First Quarter statistics in which 495 cases were recorded translating to 8.9%. However, during 2019, all victims were girls.
In the first quarter of 2020, Lusaka Province recorded the highest number of child defilement cases with 313 cases translating to 49.4% of child defilement cases reported country wide followed by Eastern Province with 70 cases translating to 11%, Central Province with 68 cases translating to 10.7% , Southern Province recorded 49 cases translating 7.7% while Northern province recorded 18 translating to 2.8%.
Others are Copperbelt with 38 cases translating to 06%, Muchinga, 30 cases translating to 4.7%, Western, 21 cases translating to 3.3%, North Western, 15 cases translating to 2.3%, Luapula, 10 cases translating to 1.5% while Tazara Division recorded 1 case of child defilement translating to 0.2%.
A comparison of the 2020 First Quarter on defilement to the 2019 First Quarter child defilement statistics which was at 495 cases shows an increase of 138 cases translating to 21.8% increase.
The Country also recorded 34 cases of indecent assaults during the First Quarter of 2020 out of which 19 were women, 4 boys and 11 girls compared to the First Quarter of 2019 in which the Victim Support Unit recorded 39 cases of indecent assault in which 26 victims were female adults, two male juveniles and 11 female juveniles.
In the First Quarter of 2020 , the Victim Support Unit recorded 119 cases of rape, 16 cases of attempted rape, 12 cases of incest and 11 cases of Unnatural offences.
In comparison with the 2019 GBV First Quarter Statistics, the Country recorded 65 cases of rape, 11 cases of attempted rape, 11 cases of incest, nine cases of Unnatural offences.
The First Quarter 2020 gender victim disaggregated data, indicates that 841 men reported GBV cases representing 16.7%, 2,768 female adults representing 54.9%, 294 male juveniles representing 5.8% and 1,124 female juveniles representing 22.3% were reported as victims of Gender Based Violence countrywide.
In the First Quarter of 2019, there were 1,419 men , representing 25.4%, 3,011 female adults representing 53.9%, 295 male juveniles representing 5.3% and 859 female juveniles representing 15.4% victims of Gender Based Violence.
During the First Quarter of 2020, 10 murder cases were recorded out of which seven victims were female adults and three were female juveniles compared to the 2019 First Quarter GBV Crime Statistics in which 15 murder cases were recorded showing a reduction by five cases representing 33.3% reduction of the total number of murder cases recorded.
During the First Quarter of 2019, eight murder victims were female adult, three were male adults, four male juveniles .
1,886 cases of Assault Occasioning Actual Bodily Harm (OABH) were recorded country wide in the First Quarter of 2020 representing 37.4% of the total reported cases of GBV out of which 1,589 victims were female adults while 297 were male adults.
Lusaka Province recorded the highest number of Assault OABH cases with 477 translating to 25.3% followed by Central Province which recorded 325 cases translating to 17.2% while Copperbelt had 239 translating to 12.7% of Assault OAHB.
In comparison with the 2019 GBV First Quarter Crime Statistics 1,880 assault O.A.B.H cases were recorded countrywide translating to 33.7% of the reported cases.
The Zambia Police has observed, from the daily incidence reports received from across the country, a reduction in the number of GBV cases being reported to Police during the period of COVID 19.

STATEMENT ON ANNUAL RTA STATISTICS FOR THE YEAR, 2019
Lusaka 22nd January, 2020-During 2019 a total number of 30,648 accidents were recorded as compared to 2018 were we recorded 30,652 showing a decrease by four road traffic accidents.
During 2019, Police recorded 1,462 Fatal road traffic accidents in which 1,746 persons died, 2,940 were serious road traffic accidents in which 5,012 persons were injured and 5,713 were slight Injuries road traffic accidents in which 8,149 persons were slightly injured and 20,533 were recorded as damage only road traffic accidents.
As compared to 2018 which recorded 1,636 fatal road accidents in which 1,817 persons died, serious road traffic accidents were 3,392 were 5,266 persons were seriously injured in the previous year, slight injury road traffic accidents were 6,891 in which 8,739 were slightly injured while 18,733 damage only road traffic accidents were recorded in 2018.
Lusaka Province recorded the highest number of road traffic accidents with 16,435, followed by Copperbelt with 5,111 whilst Muchinga Province recorded the least with 731 road traffic accidents.
During 2019 145,984 road traffic offences were recorded and K 44,731,459.00 was raised as Admission of Guilty fine as compared to 149,879 road traffic offences recorded where K 44,084,661.00 was Admission of Guilty raised in 2018. Despite the reduction in road traffic offences by 3, 895, the Admission of Guilty fines has increased by K646, 798.00 in 2019.

16TH FEBRUARY, 2020 - 50 people have been apprehended by a joined patrol team of Defence and Security officers in Matero for idle and disorderly conduct. These are unruly groupings arming themselves with offensive weapons moving round communities on pretext of patrolling but end up harrassing innocent people of which some have died in instant mob justice.
Three people were lynched by mobs in separate incidences in Matero's Katambalala area, Zingalume and Hill side area and were only rescued by the joint patrol team of officers . However, one male adult among those rescued aged between 40 and 45 years who was attacked in Hill side area only identified as Emmanuel later died in Matero Level 1 Hospital around 02 00 hours . The body has been taken to UTH mortuary awaiting identification and postmortem. One suspect has been arrested and investigations have continued.
Another male person aged between 30 and 35 years was murdered by a mob yesterday around 21 20 hours in Chikondano area on suspicion of chemical spraying. The body is in UTH mortuary.
Matero also recorded four (04) reports of unruly behaviour where mobs blocked some roads in Chingwere, Hill side , Maiteneke and Katambalala areas. However, officers of patrol dispersed the mobs and order was restored.
Four reports of chemical spraying was recieved by Matero with a total of 16 victims. These cases were recorded from George compound, Salima road in Kasamba area and Chunga Dumpsite area.
Emmasdale Police recorded three reports of chemical spraying with seven victims . These reports were received from Chazanga and Chipata overspill.
Most of reports received by many other poluce stations involving chemical spraying could not be verified as in some instances people raised alarm due to fear.
In another sad development, police in Lusaka have picked a body of an unidentified male person suspected to have been murdered and burnt by a mob on suspicion of being one of people spraying chemicals.
The incidence is suspected to have happened between 04 30 hours and 05 00 hours at Mponda village, 10 kilometers from Kasisi School. The remains are in UTH mortuary.
And yesterday in Katende area , a mob descended on a person suspecting him to be among people behind chemical spraying who was later known to be a mental patient of Kanakantapa area. He was rescued by a member of the neighbourhood watch who was also assaulted on accusations that he was protecting a criminal.
Police officers rushed to the scene to rescue the victims and later relatives of the mental patient victim produced documentation to prove that the victim was a mental patient. This happened yesterday 15th February, 2020 around 09 00 hours.
In Kabwe of Central Province, an unidentified male person aged about 37 years has been murdered by a mob and the body was picked from Katondo Primary School premises with a burnt face and fingers. This happened around 23 50 hours.
Meanwhile, Police in Kabwe recieved seven reports of malicious administering of chemical substance in Pollen, High ridge, and Ngungu areas in which victims were reffered to health facilities for medial attention while Mumbwa district recorded eight reports which are still unverified.
In Mabumba area of Luapula Province a mental patient was assaulted along Samfya road by a mob on mare suspicion and was only rescued by police officers. He survived with injuries.
Meanwhile, in Chiengi District near the border, an unidentified male person aged between 50 and 60 years was yesterday around 21 00 hours murdered by a mob . Officers who went to pick the body were blocked by youths who blocked the road and police fired tear gas canisters to disperse them.
Meanwhile, in continued investigations with a view of bringing criminals behind the killing of suspects in chemical spraying and malicious damage to property, police in Matero have so far arrested two suspects in a report of Malicious damage in which a motor vehicle Toyota Land cruiser was damaged by a mob in Lusaka 11th February, 2020 on suspicion that occupants were among people spraying chemicals while in instant mob justice related deaths, one suspect is in custody.
Police have instituted investigations in all cases of murder recorded as a result of recent instant mob justice as well as those of malicious damage to property. All those involved in these crimes should know that their days are number because as police we shall not leave any stone unturned.
Police have also intensified Investigations in reports of Malicious Admistering of poison with intent to harm (chemical spraying) and this charge attracts 14 years imprisonment upon conviction.
We continue appealing to members of the public to always restrain themselves from taking part in instant mob justice. Compared to yesterday, we have observed a positive reduction of mob justice incidences within Lusaka although we still have some concerns. We therefore, call upon all stakeholders in the fight against crime to continue preaching peace and discourage instant mob justice.
Even in instances where there is overwhelming evidence that someone committed or was about to commit an offence, it remains unlawful for people to take the law into their own hands.

Minister of Home Affairs Stephen Kampyongo said countries in the Southern African Development Community (SADC) region need to collaborate in combating trans-national crimes that included terrorism.
Mr. Kampyongo said cross-border crimes everywhere proved to be a menace and regions such as SADC needed to enhance cooperation in order to bring criminal elements and all those associated with it to book.
He was speaking when the Zimbabwe Republic Police Commissioner General Tandabantu Godwin Matanga paid a courtesy call on him at his office in Lusaka today.
“The need for cooperation between Zambia and Zimbabwe can never be over-emphasized as the two countries share a lot of common interests,” he said.
He added that for any nation to record economical growth, peace was inevitable.
Mr Kampyongo also commended the Zimbabwean Republic Police for its effort in ensuring that there was peace during the post election in that country.
“I want to personally commend you for the effort you are putting to ensure that peace is upheld even after the election you held recently,” Mr. Kampyongo said.
Speaking earlier, Comrade Matanga thanked the Zambian Police Service for being instrumental in the financial support to the Southern Africa Regional Police Chiefs Cooperation Organisation (SARPCCO)
“Honourable Minister Zambia Police has been very supportive financially towards SARPCCO activities,” Comrade Matanga said.
The Zimbabwean Republic Police chief expressed gratitude on the connection of the INTERPOL data base to other Law Enforcement Agencies like the Drug Enforcement Commission (DEC), Department of Immigration and the Department of National Parks and Wildlife.
The Zimbabwean Republic Police Commissioner General, who is also SARPCCO chairperson was in the country for a three day Evaluation and Monitoring. Mr Matanga was accompanied by Interpol Head Regional Bureau Mubita Nawa.
