Lusaka, 21st February, 2017 - Police in Lusaka have recovered Six motor vehicles which are believed to have been stolen from Nampundwe, Chongwe and Lusaka.
This was after police received a tip-off from members of the public that there was a group of criminals in John Leing suspected to be behind a spate of Theft of Motor vehicles in the said areas.
Following the report, our police officers staged an operation in which they managed to apprehend four (04) suspects and further recovered five (05) motor vehicles as follows:.
The suspects have been identified as Charles Ntambe who is an escapee from Mumbwa Open Prison, Raymond Mwanza, Chrispine Shakonde, Sydney Kalunga and Dennis Ngoma who is an ex- convict.
All the suspects are from Kanyama and Chibolya compounds in Lusaka and are currently detained in police custody and will appear in court soon.
In another development in Lusaka, we have arrested eight (08) suspected criminals in the Aggravated Robbery which happened on 06th February, 2017 in Makeni involving a cashier at green valley Estate, a company that trades in Fresh Fish.
These criminals who were using a Toyota Caldina and armed with a Shotgun intercepted the cashier at the gate as she was coming from collecting daily sales and they went away with K79, 100 cash.
After an operation, police officers managed to recover a Toyota chaser that was bought from the stolen money by the gang leader and various other household goods.
They are all detained in police custody and will appear in court soon.
Meanwhile, police in Lusaka have arrested two suspected criminals who have been behind a spate of aggravated Robberies in Lusaka and have recovered a Pump Action Shot Gun which was being used in the criminal activities.
The suspects identified as Justine Abdul Faruku Banda and Charles Brown Banda have been behind various Aggravated Robberies including the one which happened at Mr Robert Sichinga in New Kasama where property worth about K46, 400 was stolen on 11 January 2017, the Aggravated Robbery involving a Toyota Sprinter motor vehicle Registration number ALH 3099 which happened in December, 2016 and the Aggravated robbery involving Mutaka Muyamba also of New Kasama where various goods were stolen on 11th January, 2017.
The suspects are currently detained in police custody and investigations have continued with the hope of apprehending more suspects.

Well done for being professional in maintaining law and order during the year 2016, Home Affairs Minister, Honourable Stephen Kampyongo has commended the Zambia Police Service.
In congratulating officers, the Minister said “the responsibility of preserving peace and security, maintaining law an order to ensure sustainable development in our nation is a daunting task. In any case, 2016 was not an easy year for you Inspector General and all our men and women in the rank and file of the Zambia Police.”
The Minister was speaking when he officiated at the Zambia Police 2016 Annual Ball held at Zambia national Service banquet hall on 13th January, 2017 whose theme was “Policing towards Enhancement of a Crime free Environment for a Peaceful and Sustainable Social and Economic Development.”
The Hon. Minister said he was pleased as Minister responsible for internal security that while the country hosted major Global, Regional and national events in 2016, the Police Service was on the whole not generally found wanting.
The Minister applauded the Zambia Police Service for providing security, maintaining Law and order to acceptable international standards saying “the Police Managed to successfully police the International Parliamentary union General Conference, the Annual General Meeting of the African Development Bank, and policing of the general elections during and after elections.
He was however quick to state that the Zambia Police Service nearly scored distinctions all round , but a few indiscipline officers made the goal a little too far adding that the 2016 Presidential and general elections revealed that there were still some unprofessional security officers in the system whom he said failed a simple test of professionalism.
“Inspector General and your command, you owe your Commander- in- Chief, His Excellency the President and the people of Zambia in General, preservation of a professional and competent Police Service,” he said.
He further urged police officers to maintain high levels of discipline in the year 2017 as discipline was the cornerstone of any reliable and viable security institution.
Added the Minister: “those of you who chose careers in the Zambia Police Service have no place in the political arena. Those who wish to cross over to politics should voluntarily leave the Zambia Police. It should be noted that my Government and indeed any Government in a democratic Multi-party political dispensation cannot tolerate nor afford to have politicians and politics in the security institutions.”
Speaking at the same function, Inspector General of Police, Mr Kakoma Kanganja said the Annual ball was the time when officers came together with their family members and stakeholders to socialise and celebrate the achievements of the past year, as well as to interact as police officers so that they can relax a little bit away from their busy and strenuous duties and reflect on various issues in a relaxed mood.
The Inspector General of Police assured the Government and the nation at large, that the Police Service was committed to making Zambia a safe and secure place for all, in order to support a sustainable economic, social and political development.
The Inspector General further pledged to put more effort in the fight against crime and public order maintenance and uphold human rights by treating all citizens in a affair and firm manner in accordance with the provision of the law in the year 2017.
He revealed that the Zambia Police had managed to grow in manpower strength by 1,688 officers who were trained and deployed to various provinces and districts throughout the country.
“We wish to thank the Government through the Ministry of Home Affairs for its commitment and support rendered to the institution in order to accomplish this task,” he said.The ceremony was spiced up by some dance and entertainment.
AIr Jordan Outdoor Basketball ShoesLUSAKA – 07TH December, 2016 -Police in Mporokoso have arrested a man identified as Clement Chitalu aged 20 years of Kape Village in Chief Mumporokoso of Mporokoso District for allegedly hacking to death his sister identified as Grace Chisanga aged 38 after he attempted to steal bags of maize from the deceased’s house.
The suspect is also reported to have hacked the daughter of the deceased identified as Precious Bwalya aged 19 after she tried to rescue her mother from the assailant.
This occurred on 6th December, 2016 at around 1400 hours at Kape village. The deceased sustained multiple deep cuts on the head and neck. A metal bar and an axe are alleged to have been used in the act.
Brief facts of the matter are that on the fateful date, a named female juvenile aged 11 was sent by her parents to go and get a bicycle from the deceased’s house and when she reached there, she heard someone calling for help from inside the house.
The female juvenile then informed other members of the village who forced the door open as it was found locked and found the two victims lying in a pool of blood and that Grace Chisanga had already died while Precious Bwalya aged 19 of the above given address was still alive.
It was reported that the suspect Clement Chitalu, wanted to steal some bags of maize from his sister’s home who is now the deceased, and when the deceased tried to restrain him, he hacked her with an axe three times on the head sustaining deep cuts and died on the spot.
The suspect also attacked Precious Bwalya who is the daughter of the deceased as she tried to rescue her mother. She also sustained cuts on the head, neck and arm and is currently admitted to Mporokoso District Hospital where she is receiving treatment.
An axe and a metal bar used in the act were recovered from the scene, the body of the deceased is lying in Mporokoso Hospital mortuary while the suspect in detained in police custody charged with Murder and Attempted Murder and will appear in court soon.

As usual, the festive season comes with a lot of excitement and people are in celebrative mood, I therefore wish to call upon members of the public to pay attention to their personal security and safety. Note that as you go about your business, criminally minded elements are also going about their business looking for an opportunity to take advantage of unsuspecting people for their valuables.
With a growing trend in Gender Based Violence, I would like to advise people to drink responsibly as they celebrate and avoid abusing alcohol which may lead to their inability to reason properly. Alcohol abuse is also known to be one of the leading causes of Road Traffic Accidents in the country.
To ensure that people celebrate in a peaceful environment, Zambia Police supported by other security agencies have put in place security measures which include foot and motorised patrols as well as general vigilance in communities throughout the country to prevent crime.
Parents are advised to guide their children as they celebrate because it is during such periods that we record a lot of juvenile delinquency. According to 2015 statistics, the Country recorded a total of 2,089 juvenile convictions for various offences as compared to 2,029 juvenile convictions in 2014. This showed an increase by 60 cases representing a percentage increase of 2.87 percent.
In 2015, Lusaka Division recorded the highest number of juvenile convictions with 1,055 convictions followed by Copperbelt with 719 and the least was Northern Division with 15 convictions.
Most prevalent offences committed by juveniles include Affray; Assault OABH, Rape, Defilement, Drunk and Incapable or Drunk and disorderly, Burglary and general Thefts.
Furthermore, I am advising all those making cash transactions from banks and Automated Teller Machines (ATM) to always be alert and avoid exposing security information and monies withdrawn. They should also avoid making transactions involving huge sums of money without security escort.
I also advise Banks to put up strict security measures inside and outside the banks to protect their clients. Further, security personnel at banks are also advised to always be alert and question anyone who they notice loitering within the premises of the banks without any justifiable cause.
It during such periods that we record an increase in cases of thefts from motor vehicles at shopping centers, traffic lights and crowded places. Criminals also take advantage of traffic congestion to open unlocked doors snatching valuables from slow moving vehicles. Therefore motorists should ensure that their car doors and windows are secured and should avoid exposing valuables which they may be carrying in their vehicles. Pedestrians should also be on the look-out for pick pockets who are very active during this period.
All Provincial Police Commanders have come up with security measures that would help in policing all crime prone areas in their respective areas. . s Zambia Police, we would like to thank members of the public for their support during this year. We will still continue knocking on your doors for continued collaboration in the fight against crime in the coming year and beyond since it is evident that effective policing cannot be achieved by police alone but by working in partnership with members of the public and other stakeholders.

During the third quarter of 2016, Zambia Police received 4,235 Gender Based Violence cases Countrywide compared to 4,951 cases reported in the third quarter of 2015. This translates to a decrease by 716 cases giving a percentage of 14.5%.
A total of 615 cases of Child defilement were reported this year representing 14.6% compared to third quarter of 2015 where we recorded 688 cases representing a percentage decrease of 10.7%.
Going by province, Lusaka recorded the highest number of defilement cases with 335 while Eastern Province recorded 66, Central Province recorded 50, Southern and Copperbelt had 38 cases each while Western and Northern Provinces recorded the lowest number with nine (09) cases each.
Further, the country recorded 62 cases of rape, 17 Attempted Rape, eight (08) cases of incest out of which six (06) victims were female adults and two (02) were female juveniles. 23 cases of unnatural offences were recorded out of which three (03) victims were male adults while 19 were male juveniles and 01 female.
The Country further recorded 15 GBV related Murder Cases of which six (06) victims were female adults, four (04) male adults, two (02) female juveniles and three (03) male juveniles compared to last year’s third quarter where we recorded 17 cases out of which five (05) victims were males adults, five (05) female adults, five (05) male juveniles and two (02) female juveniles.
One (01) case of attempted murder and four (04) infanticide cases were also recorded Country wide during the period under review.
A total of 1,614 cases of Assault OABH were reported country wide compared to third quarter of 2015 where we recorded 1,385 similar cases. Out of these cases,1,275 victims were females translating to 79% while 206 were males translating to 12.8%, 109 victims were female juveniles translating 6.8% while 24 were male juveniles representing 1.5%.
Going by Province, Central Province recorded the highest number of Assault OABH cases with 390 giving a percentage of 24.2% while was second with 300 cases translating to 18.6% while Copperbelt had 246 ases which is 15.3%.
From first quarter of 2016 to third quarter of 2016, the total number of GBV cases report is 13,092 out of which 1,634 were defilement cases while 41 were GBV related murder cases. Out of the 41 murder cases, 12 were male adult victims, 21 female adult victims, six (06) male juveniles and two (02) female juveniles.
